MOW CORE SERVICES

MOW’s core services can categorised into three components as follows:

   The implementation of infractructural development projects especially Federal Roads;

   The privatised maintenance of Federal roads and Federal Common Users Buildings, and

    The participation of Bumiputera entrepreneurs in the construction industry.

1) The Implementation Of The Infrastructural Development Projects Especially Federal Roads

A1- The study and planning of the construction of Federal Roads

   The study and research carried out by MOW Kajian are aimed for the construction of new roads or the improvement of existing roads. The main goal of the study is to ensure that the road system/ network in the country is efficient, comfortable, safe to use and subsequently contributes to the nation’s economic growth.

   The study and research for the construction of the roads are entrusted to the Highway Planning Division.

A2- The Monitoring Of The Construction Of Federal Roads Projects

   The Development and Privatisation Division is responsible for managing, handling and monitoring the allocation of MOW’s development projects which includes roads, bridges, expressways and Government agencies buidlings.

   To ensure that the projects planned can be completed according the specified schedules, MOW carries out constant monitoring of the progress of the implementation of the projects.

   Among the methods of monitoring adopted is through the Development Action Committee Meeting, monitoring using the Project Monitoring System 2 (PMS 2), Geographical Information System (GIS) and project site visits.

 

2) The Privatised Federal Roads And Federal Common Users Buildings Maintenance

   Beginning from 1998, the Government decided to give the maintenance work of Federal Common Users Buildings to the conccession companies. The Privatisation Of Federal Common Users Building Maintenance to conccessionaires is divided according to locations of the Federal Buildings; the Northern Zone and Sabah, The Southern Zone and Sarawak and The Eastern Zone. (The Federal Common Users Buildings Maintenance of the Central Zone has not yet been finalised).

   The Privatisation of Federal Roads Maintenance involves over 16,000 km of roads and was enforced in 2001. The Maintenance Regulatory Division is given the responsibility to regulate both privatisation programs.


3) The Participation Of Bumiputera Entrepreneurs In The Construction Industry

To produce Bumiputera Trade and Industrial Coimmunity, the Bumiputera Development Division is tasked to outline and conduct the registration of Bumiputera construction material entrepreneurs, draft appropriate policies for the development of Bumiputera entrepreneurs, provide guidance and advice service, channel advanced payment aid through the Contractors’ Trust Scheme, create business networks of Bumiputera construction material industry vendors/suppliers and monitor the work performance of the Bumiputera construction material entrepreneurs.
